In this Commencement Forum, Chao-Han Liu, '65 PhD, vice president of Academia Sinica and president emeritus of Taiwan's National Central University and a radio scientist with expertise in solar terrestrial physics and global change, will draw on his experience developing a satellite mission in Taiwan to describe a new technique that has led to improvements in weather forecasting over the past six years.
